We finally had to do it. The channel operators have created six rules that all users must follow (even the operators). Failure to follow these rules will result in either a kick, a temporary ban, or a permanment ban.

Rule #1 - NO BOT HELP
#mirchelp is devoted to help users with mIRC related questions, including how to make their own scripts. Bots were not meant to be scripted for mIRC.
Rule #2 - NO WAR HELP
mIRC was created so people can meet new people and have fun. Some users use mIRC as a tool for evil. #mIRCHelp does not promote channel takeovers, nuking or any other form of hacking. While we would like to help if your channel gets taken over, there is nothing we can do to help. The best thing to do is just wait until the users who took it over get bored and leave. Most of the time channels are taken over to see if it can be done, or to make the channel users mad, if you ignore these users they will eventually get bored.
Rule #3 - Ask your question and wait for an answer
Sometimes when you ask a question it takes time to get the answers, or we might be helping another user. Please be patient. It is hard to staff a channel 24 hours a day, but we try to, if you don't get a response within a few minutes, this could mean that there is no one around at the moment. Please try again later.
Rule #4 - READ THE HELP or FAQ
The help and faq files are very helpful and most of your questions can be answered there. While we are pretty smart, alot of our answers come from these files.
Rule #5 - DO NOT MSG THE OPS
We are here to help you, but the answer to your question may help another user. Ask your question in the channel. This way everyone benifits from your question and our answer.
Rule #6 - NO SUPPORT FOR HEXED CLIENTS
#mIRCHelp will not support hexedited or mIRC that has been otherwise modified so that its original commands will not work according to the Help file.
